Product approval: check which document actually carries HVHZ
Miami-Dade cannot legally demand more than a valid HVHZ-rated statewide approval, same as Broward. But a large share of national manufacturers' Florida Product Approvals are issued with an explicit HVHZ exclusion, so for many steel components the Miami-Dade Notice of Acceptance is not a redundant extra step, it is the only document that actually carries an HVHZ rating.

F.S. 553.842(8)(a) and Florida Administrative Code 61G20-3.008(1)(a) both name Miami-Dade's own Product Control Division as one of the state's recognized approval-evaluation entities, not a rival system. Florida Building Commission training material (Mark Zehnal, FRSA, 'Advanced Navigating into Miami-Dade NOA's and Florida Product Approvals') states it directly: 'NOA no restrictions, FPA not for use in HVHZ.' Verify any specific product against Miami-Dade's own Product Control Search before ordering.

175 mph for a house, the highest county figure in Florida and five points above Broward's 170. Like the rest of the HVHZ it is a flat countywide number, not read off a coastal-distance map.

High Velocity Hurricane Zone, and what it demands
Miami-Dade and Broward are the only two HVHZ counties in Florida, no distance-to-coast test. Roof and wall sheets must be 24 gauge minimum against the 26 and 29 gauge the national kit market runs on, Exposure Category C is mandatory countywide however sheltered the lot, and a Florida engineer must seal the site-specific adaptation, foundation and anchorage as one system.

Where you can actually build: AU zoning in the Redland
A new build on land subdivided after February 1951, the standard for any parcel bought today, needs a 5-acre minimum lot, 200 ft minimum width and tops out at 15% lot coverage. Building height caps at 35 ft and two stories. The oft-quoted "6 foot" limit that turns up in casual searches is the AU district's fence height, not the building height.

Who issues your permit
The Redland sits in unincorporated Miami-Dade, so it is the county's own Regulatory and Economic Resources Department (Building and Neighborhood Compliance) under the current fee schedule, not a city building department the way most of urbanized Miami-Dade works.

Implementing Order No. 4-63, ordered 16 June 2026, effective 26 June 2026, superseding the prior June 2025 schedule. Confirm jurisdiction against the county GIS parcel lookup before assuming a Redland address is unincorporated.

Ground conditions: shallow limestone, not soil
The Redland's dominant Krome soil is only 0 to 7 inches deep before it hits rippable oolitic limestone riddled with solution holes 24 inches or deeper. Standard site prep is rock-plowing, scarifying the limestone 6 to 8 inches deep to create workable ground. A geotechnical study before foundation design is standard practice here, not an optional add-on.

The whole county is in the wind-borne debris region
Miami-Dade's 175 mph countywide design speed clears the 140 mph statewide trigger by a wide margin, so impact protection is required on every glazed opening at every address, same as Broward. Approved shutters remain a full alternative to impact glass under the code.

This is an estimate, not a quote: we confirm the applicable Mobility Context Zone for a specific Redland parcel before finalizing a quote, and the four zones swing the mobility figure by roughly $500. Building permit fee schedule
New single-family construction runs $0.60 per sq ft up front (credited toward the final fee) plus $0.96 per sq ft, with a $147 minimum on any residential permit. Using a private provider for both plan review and inspection cuts 30% off the base residential fee; inspection alone cuts 15%.

Hurricane Andrew, reanalyzed
Andrew came ashore in south Miami-Dade, the Redland itself, on 24 August 1992. The official 2004 reanalysis upgraded it to Category 5, with landfall sustained winds of roughly 167 mph, still short of the 175 mph design standard the county now requires.

The Redland is a working agricultural economy, not a hobby-farm story
Miami-Dade agriculture generated an estimated $1.08 billion in total economic impact on roughly 85,000 acres and 1,576 farms, nursery/greenhouse production the largest subsector. That study is dated to the 1997-98 season, the most recent full economic-impact study of its kind.

Septic is the norm, and it is a separate fee line
The Redland runs predominantly on septic rather than county sewer, and septic permitting is billed on a separate environmental fee schedule from the structural building permit, roughly $70 to $150 and up depending on the system.

Permit review deadlines apply the same as everywhere else
The HVHZ does not buy the building department extra time. The statewide 30-business-day clock and 10% per-day-late fee cut apply in Miami-Dade exactly as they do inland, and the private-provider route under F.S. 553.791 is available here too.

Do I need a Miami-Dade Notice of Acceptance, or is a statewide Florida Product Approval enough?
Legally, either is enough, provided it actually carries HVHZ approval; Miami-Dade cannot demand extra testing beyond a valid statewide HVHZ-rated approval any more than Broward can. In practice, though, this is where Miami-Dade genuinely differs from Broward: a large share of national manufacturers' Florida Product Approvals are issued with the HVHZ excluded outright, right there in the limitations section. So for a lot of steel building components, especially from smaller or regional manufacturers, there simply is no valid statewide alternative, and the Miami-Dade NOA is the only document that covers the product for HVHZ use at all. What wind speed does my building actually have to be engineered to?
175 mph, ultimate design wind speed, for a Risk Category II house anywhere in Miami-Dade County. That is the highest county figure in the state, five points above Broward's 170 mph, and like the rest of the HVHZ it is a flat number set by the code for the whole county rather than something that eases up as you move inland from the coast. Every parcel in the Redland gets the same 175 mph whether it sits near the urban edge or deep in the agricultural interior.
Can I actually build a barndominium in Miami-Dade, and where?
Realistically, yes, but almost entirely in one place: the Redland, the agricultural belt south and west of the Urban Development Boundary around Homestead and Florida City, zoned AU. On land subdivided after February 1951, which is the standard for anything bought today, that means a 5-acre minimum lot, 200 ft of width, and a cap of 15% lot coverage. Building height tops out at 35 ft and two stories; don't trust the '6 foot' figure that turns up in casual searches, that's the district's fence height, not the building height. Outside the Redland you're looking at infill on urbanized Miami-Dade land, which is a fundamentally different, much more constrained kind of project.
What's the ground actually like out in the Redland?
Different from almost anywhere else we build. The dominant Krome soil is only a few inches deep before it hits oolitic limestone, riddled with solution holes, that can run 24 inches or deeper. The standard local site-prep technique is rock-plowing, scarifying the limestone itself to create workable ground, and growers cut trenches further into the rock for tree crops. For a foundation, that means excavation is often cutting into hard, cavity-riddled stone within inches of grade rather than digging through soil the way a sand-and-clay Central Florida site allows. We treat a site-specific geotechnical study as standard practice here, not an optional extra.
Will a kit I found online work here?
Almost certainly not without real modification, and this is the same trap that catches people in Broward. The national kit market is built around 26 and 29 gauge panels; the HVHZ floor is 24 gauge minimum on roof and wall sheets. On top of that, Miami-Dade requires a Florida engineer to seal the site-specific adaptation as one system, foundation and anchorage included, and roofing has to be approved as a complete system rather than assembled from separately approved parts. Then there's the product-approval question on top of that: even a kit with a valid national FL# can turn out to carry an HVHZ exclusion once you actually read the limitations. A package priced and engineered for another state is not something we'll try to force through Miami-Dade plan review as-is.
How much are impact fees and permit fees actually going to add?
For a single-family home in unincorporated South Dade, budget roughly $7,600 in impact fees before the per-square-foot school add-on: mobility, fire, police, school and parks all charge separately, and parks specifically runs cheaper in the South district that covers the Redland than it does further north in the county. On top of that, the building permit itself runs $0.60 per sq ft up front plus $0.96 per sq ft for new construction, with a $147 minimum. The exact Mobility Context Zone that covers a given Redland parcel affects that fee by roughly $500 either way, so we confirm it parcel by parcel rather than quoting a single number for the whole area.
How long will the permit take?
The statewide clock applies here exactly as it does everywhere else in Florida: 30 business days for a complete single-family application under 7,500 sq ft, with a mandatory 10% fee cut per business day the county runs late. Miami-Dade also runs a newer owner-builder option specific to detached single-family work: a 20-business-day standard review at no extra fee, or a 5-business-day expedited review for a higher fee. If you're acting as your own contractor rather than hiring a licensed GC, plan on the longer of those two by default.
Does Miami-Dade's flood insurance discount matter for a Redland property?
It can, and it's a genuinely strong number: unincorporated Miami-Dade, which is where the Redland sits, holds a Community Rating System Class 3, worth a 35% discount on National Flood Insurance Program premiums. FEMA upgraded the county two full class levels in a single review cycle to get there, which the county's own release calls a first. That class applies to unincorporated county specifically; City of Miami and City of Homestead carry their own, lower classes, so the discount doesn't transfer if a parcel turns out to sit inside a municipality rather than unincorporated land.
Why does a market this urbanized even have room for barndominiums?
Because the Redland is a real, working agricultural region, not a fringe leftover. Miami-Dade's ag economy, nursery and ornamental production especially, has been estimated in the billion-dollar range on tens of thousands of acres. That's what actually generates demand for acreage-scale buildings in one of the most regulated counties in the state: a genuine farm economy sitting inside the toughest engineering code in Florida, which is a different story than Broward's shrinking-supply premium-custom niche.
Is the Redland on septic, and does that add cost?
Mostly yes. The Redland runs predominantly on septic rather than county sewer, and that's billed on a separate environmental permit schedule from the structural building permit, generally in the low hundreds of dollars depending on the system. It's a genuine added line item for a Redland build that wouldn't apply to an infill lot on county sewer closer to the urban core, and we account for it separately in any Redland quote rather than folding it into the structural permit estimate.
