How a permitting & engineering project runs

Four stages, in this order. The sequence matters more than it looks: getting engineering and permitting settled before anything is fabricated is what keeps a build from stalling.

First we establish who actually has jurisdiction, the city or the county, and confirm your zoning allows a residence in this building type. Getting this backwards costs months.

A Florida-registered engineer analyses the frame for the ultimate design wind speed at your address, then seals the foundation, anchor bolt layout, framing and connection details. An out-of-state seal is rejected here regardless of how sound the engineering is.

Or the ancillary approvals, septic and driveway and water management, were never started and now sit on the critical path. What actually decides the price

Square footage is the number everyone leads with, and it is rarely the one that moves a barndominium budget. These four do.

  • Which authority has jurisdiction

    City and county fee schedules differ substantially for the same building, and so do review timelines and submittal requirements.

  • Engineering scope

    A conventional frame is a routine analysis. Long clear spans, tall walls, mezzanine loads or a coastal wind zone all take more work to seal.

  • Ancillary approvals

    Septic, driveway connection, water management district, tree removal. Each is a separate approval on its own clock and each can hold a certificate of occupancy.

  • Comment cycles

    Most permitting delay is response time, not review time. A complete first submittal is cheaper than three rounds of corrections.

6 questions we get asked most often about building in Florida. If yours is not on the list, ask it directly.

Who issues the permit, the city or the county?
Whichever has jurisdiction over your parcel, and for rural acreage it is usually the county. It matters more than it sounds: fee schedules, review timelines and submittal checklists all differ, and in Orange County for example the city charges roughly two and a half times the county rate for the same building. We confirm jurisdiction before anything is drawn, because getting it backwards costs months.
How long should permitting take?
Florida law gives a local government 30 business days to approve, conditionally approve or deny a complete application for a single-family home under 7,500 square feet, and if they miss it they must reduce the permit fee by 10 percent for every business day late. That is the clock that matters, since many jurisdictions publish no turnaround figure of their own. What extends the calendar beyond it is comment cycles and ancillary approvals rather than the review itself.
Is there a faster route?
Yes, and it is underused. Under F.S. 553.791 you can hire a private provider to do plan review, which obliges the building official to issue the permit or give written notice of deficiencies within 20 business days, dropping to 10 when the private provider is an engineer or architect sealing the work. The jurisdiction must also reduce your permit fee by its cost saving. It is not free, but on a schedule-driven project it frequently pays for itself.
Do I need a Florida engineer, or will an out-of-state one do?
It has to be an engineer registered in Florida. The seal is what makes the drawings a permit set here, and a reviewer will reject an out-of-state seal regardless of how good the engineering is. This is the single most common reason a cheap online plan package cannot be built as purchased: the drawings may be sound, but they are not sealed by someone licensed in this state for your wind criteria.
Can I just permit it as a barn and finish it later?
No, and this is the most expensive misunderstanding in Florida barndominium building. F.S. 604.50 exempts a non-residential farm building on bona fide agricultural land from the building code and permit fees entirely, but the statute defines that building as one not intended to be used as a residential dwelling. The moment there is a kitchen and a bedroom in it, the exemption is gone. People who build first and ask later end up with an unpermitted structure they cannot insure, finance, or legally occupy.
What engineering comes with the permit package?
A sealed structural set for your parcel: foundation and anchor bolt layout, primary and secondary framing, connection details, and the wind criteria the reviewer needs to see, meaning ultimate design wind speed, nominal wind speed, exposure category and risk category. For steel framing Florida reviewers also want member sizes, material grade, weld grade and connection details called out explicitly. Truss engineering and product approval sheets come in the same package.
