Barndominium Builders in Fort Myers, FL

Fort Myers city limits stop at estate lots, not acreage. The largest residential district in the city's own zoning code, RS-E, tops out at a 32,000 sq ft minimum lot, about 0.73 acre, and there is no agricultural or large-lot district built into the city code at all. Real acreage sits close by in unincorporated Lee County, concentrated around Alva and Buckingham, both a 15 to 25 minute drive from downtown and both carrying genuine agricultural zoning, horse and hobby-farm parcels, and a farming history that goes back generations. Inside the city, the number that actually favors a steel-framed build is the permit fee: Fort Myers does not charge more to permit a noncombustible structure the way Cape Coral does, so a steel barndominium and a wood-framed house pay the same city fee at the same size.

The largest city lot is 0.73 acre
RS-E, Fort Myers' Estate district, sets a 32,000 sq ft minimum lot, about 0.73 acre, at a maximum 1.5 dwelling units per acre. Every other single-family district in the city runs from 8,000 down to 5,000 sq ft. If you want real acreage, look to Alva or Buckingham in unincorporated Lee County, both 15 to 25 minutes from downtown and both still carrying working agricultural zoning and a horse and hobby-farm market.

No steel-frame upcharge on the permit
Fort Myers' current fee structure does not publish a construction-type differential the way Cape Coral does. Cape Coral charges Type I/II noncombustible construction, which includes steel frame, roughly 50% more than Type V wood frame at the same size. Fort Myers' schedule carries no equivalent split, so a steel-framed dwelling pays the same city permit fee as an identical wood-framed one.

CRS Class 6, the best rating the city has ever earned
Effective October 1, 2025, Fort Myers moved up to Community Rating System Class 6, raising the NFIP flood insurance discount for city policyholders from 5% to 20%. Roughly 6,000 flood policies are written inside city limits. The city was removed from the CRS program entirely in 2017, reinstated in 2018 at Class 10, improved to Class 9 in 2020, and has now reached Class 6.

Hurricane Ian's surge downtown, measured
A NOS tide gauge in downtown Fort Myers recorded 7.26 ft above MHHW during Ian, reversing the Caloosahatchee River's flow and flooding downtown streets, a record high for that gauge. Translated to inundation above ground level, that puts the Fort Myers riverfront in the 5 to 8 ft range, well below the 10 to 15 ft that hit Fort Myers Beach and Sanibel twelve-plus miles southwest, because Fort Myers proper sits up the river on the weaker side of the surge gradient.

Design wind speed
150 to 160 mph across Lee County, the same band that covers Cape Coral and the rest of the county. Because the design wind speed clears 140 mph everywhere in the county, every Fort Myers parcel falls inside the wind-borne debris region, and impact-rated glazing or approved shutters are mandatory on every opening regardless of distance from the water.

Who issues your permit
City of Fort Myers Building, Permitting & Inspections handles anything inside city limits, at 1825 Hendry St: permits 239-321-7925, inspections 239-321-7920 or 239-321-7923. A Fort Myers parcel is not permitted by Lee County, and vice versa. The city moved to a fully itemized, resolution-based fee structure under Resolution 2025-96, effective August 5, 2025, replacing its old flat-rate schedule with an online EnerGov fee calculator.

Three cities, three flood community numbers
Fort Myers (CID 125106), Cape Coral (CID 125095), and unincorporated Lee County (CID 125124) are separate FEMA-participating communities with separate CRS scores and separate flood map panels. A discount or a fact that applies to one does not automatically carry over to the others, and Fort Myers is a different jurisdiction again from Fort Myers Beach (CID 120673), which uses the county's FIRM.

Built on the riverbank, not dredged fill
Fort Myers is Lee County's oldest city, platted in 1876 on the natural south bank of the Caloosahatchee River. Unlike Cape Coral, it was never excavated and filled as a platted canal subdivision, and it has no single dominant engineered-fill soil covering the developed city. A given parcel's bearing and water table condition depends more on where it sits in the city's long urban footprint than on one uniform county profile, which makes a site-specific geotechnical test the reliable way to know what you're building on.

Growing city, ten percent in four years
Fort Myers' population reached 95,051 in the most recent Census Bureau estimate, up from 86,395 at the 2020 Census, roughly 10% growth in four years. The city covers 39.84 sq mi of land and 9.19 sq mi of water.

A citrus and river-trade history
Fort Myers had a genuine citrus economy, with groves established in the 1860s and the industry expanding through the 1890s as growers moved south after north-Florida freezes. Thomas Edison built his winter estate on the river in 1885 and Henry Ford followed next door in 1916, both maintaining working groves still visible today at the Edison & Ford Winter Estates. The Downtown River District preserves the early-20th-century commercial core that grew up around that trade.

Impact fees against the county figure
Stripped of water and sewer connection charges, Fort Myers' non-utility impact fees, roads, fire, EMS, schools, and parks, total $9,979.70, close to the same order of magnitude as unincorporated Lee County's roughly $10,150 figure. The city's road fee tracks the county's almost exactly, since both derive from the same countywide road-fee methodology.

No reliable wind reading inside city limits
No complete ground-station wind record survived Hurricane Ian inside Fort Myers itself; the airport and mesonet stations in the area failed before or during peak winds. The nearest well-documented complete record is Cape Coral's Tarpon Point station, 77 mph sustained with a 119 mph gust, which is the figure to cite for this stretch of the county rather than an unsourced Fort Myers-specific number.

Outside the HVHZ
Lee County, Fort Myers included, is not in the High Velocity Hurricane Zone, which covers only Broward and Miami-Dade counties. That spares a Fort Myers project the HVHZ approval track, though the wind-borne debris region requirements still apply in full.

The expensive surprises are in the ground, not the building

Most of Lee County rates poorly for dwellings in the soil survey, and the reason is water sitting close to the surface rather than weak ground. That makes the pad elevation and the drainage plan the two line items most likely to move your budget. We price the dirt before we price the building.

Building in Fort Myers: common questions

11 questions we get asked most often about building in Fort Myers. If yours is not on the list, ask it directly.

Can I build a barndominium on acreage in Fort Myers?
Not inside city limits, honestly. Fort Myers' own zoning code tops out at RS-E, the Estate district, with a 32,000 sq ft minimum lot, about 0.73 acre, and there is no agricultural or large-lot district anywhere in the city's residential code. What we point clients to instead is Alva and Buckingham, both unincorporated Lee County communities 15 to 25 minutes from downtown, both with real agricultural zoning and a genuine history of horse and hobby-farm properties along the Caloosahatchee. If acreage is the goal, that's where we'd start looking, not inside the city line.
Does steel framing cost more to permit in Fort Myers?
No, and that's worth knowing if you're comparing this market to Cape Coral. Cape Coral prices its permit fee by construction type, so a noncombustible dwelling, which includes a steel frame, pays roughly 50% more than the same house built in wood. Fort Myers' current fee structure, under Resolution 2025-96, does not publish that kind of construction-type split at all. A steel-framed barndominium and a wood-framed house of the same size pay the same city permit fee here.
What wind speed will my Fort Myers building be engineered to?
Between 150 and 160 mph, the same band that covers the rest of Lee County. Because that clears the 140 mph threshold everywhere in the county, every Fort Myers parcel sits inside the wind-borne debris region, so impact-rated glazing or approved shutters are mandatory on every opening, not just along the water. We confirm the exact value per address against the adopted county wind map before engineering begins.
Who issues my building permit, the city or the county?
It depends entirely on which side of the city line your parcel sits on, and the two departments don't overlap. Inside Fort Myers, it's the city's own Building, Permitting & Inspections division at 1825 Hendry St. Outside the line, in unincorporated Lee County, it's the county's Community Development department out of Fort Myers. A Fort Myers parcel is never permitted by the county, and a county parcel is never permitted by the city. We also flag that the city overhauled its fee structure under Resolution 2025-96 in August 2025, moving from a printed flat-rate table to an itemized online calculator, so a fee estimate from a few years ago should be re-run rather than trusted as current.
What will impact fees cost for a new home in Fort Myers?
$16,997.09 for a single-family detached home under the current schedule, and it's fully itemized: roads at $5,405.34, water and sewer connections together at $6,867.40, schools at $2,965.47, parks at $1,155.43, fire at $391.66, and EMS at $61.80. That figure includes water and sewer connection charges that the unincorporated county figure doesn't carry, so it isn't a direct apples-to-apples comparison. Strip those utility charges out and Fort Myers' non-utility fees land close to the county's own number, around $9,979.70 against roughly $10,150 outside the city.
How good is the flood insurance discount in Fort Myers?
Better than it's ever been. Fort Myers reached Community Rating System Class 6 effective October 1, 2025, which lifts the NFIP discount for city policyholders from 5% to 20%, the best rating the city has ever earned. It's been a real climb: the city was dropped from the CRS program entirely in 2017, came back in 2018 at Class 10 with no discount, improved to Class 9 in 2020, and has now reached Class 6. Worth noting Cape Coral is currently one class better, at Class 5, so don't assume the larger city automatically wins that comparison.
What happened in downtown Fort Myers during Hurricane Ian?
The Caloosahatchee actually reversed flow. A NOS tide gauge in downtown Fort Myers measured 7.26 ft of storm surge above MHHW, a record for that gauge, and it flooded downtown streets. Translated to flooding above ground level, that puts the Fort Myers riverfront in the 5 to 8 ft range. That's real, but it's meaningfully less than the 10 to 15 ft that hit Fort Myers Beach and Sanibel a little over twelve miles southwest, because Fort Myers proper is up the river, on the weaker side of the surge gradient relative to where the eyewall actually came ashore.
What is the ground like to build on in Fort Myers?
More variable than Cape Coral's, in a specific way. Cape Coral sits almost entirely on Matlacha, a single dredge-and-fill soil created when the canal network was dug, which makes its ground conditions close to a citywide default. Fort Myers is different: it's the county's oldest city, platted in 1876 on the natural bank of the Caloosahatchee, and it was never excavated and filled as a canal subdivision. There's no single dominant fill soil across the developed city, so what you're building on depends more on where in the city's footprint the lot sits and its individual grading history. We treat a site-specific geotechnical test as standard here rather than optional.
Is Fort Myers the same as Fort Myers Beach?
No, and it's a common mix-up worth clearing up early. Fort Myers Beach is a separate incorporated town on Estero Island, with its own FEMA community number, that was catastrophically destroyed by Ian's surge and only regained a CRS Class 5 rating in December 2025 after losing its discount post-storm. The City of Fort Myers is a different jurisdiction entirely, up the river on the mainland, with its own building department, its own flood community number, and a considerably better-preserved storm and CRS history.
Is Fort Myers growing?
Yes, at a solid clip. The most recent Census Bureau estimate puts the city at 95,051 residents, up from 86,395 at the 2020 Census, roughly 10% growth in four years. That's on a base of 39.84 sq mi of land, so it's genuine infill and edge growth rather than annexation driving the number.
Are we in the High Velocity Hurricane Zone in Fort Myers?
No. The HVHZ is limited to Broward and Miami-Dade counties, so Fort Myers and the rest of Lee County fall outside it entirely, which means you avoid that separate, more demanding approval track. That said, the wind-borne debris region requirements still apply in full here, so impact-rated glazing or shutters are still mandatory on every opening.

Building in Fort Myers?

Start with the plan. Tell us what you want to build and we will draw it, then confirm what Lee County will actually let you put on the parcel and what wind load it has to meet. That conversation costs nothing.
