Cape Coral has more buildable land than almost anywhere else we work, and stricter rules about what you put on it than most people expect. Lee County holds 122,381 vacant residential parcels, roughly a third of every parcel in the county. But the whole county sits in the wind-borne debris region, so impact protection is mandatory, and the city sets a minimum house size that rules out a small build.

Building conditions in Cape Coral
What actually changes from one Florida city to the next: who issues the permit, what wind speed the structure has to be engineered to, and what the ground is like. These are the numbers your drawings have to satisfy.

- Who issues your permit
- Cape Coral has its own building division at 1015 Cultural Park Blvd, 239-574-0546. A parcel inside the city is not permitted by the county. Unincorporated Lee County is handled from Fort Myers on 239-533-8585.
- Permit fee, unincorporated Lee
- Most houses land on the trade minimums rather than the per square foot rates, which works out around $1,220 at 2,000 sq ft before the operational support fee. The per-foot rates do not overtake the minimums until roughly 3,300 sq ft.
- Private provider: an all-or-nothing choice here
- Lee County will not let you use a private provider for plan review unless you also use one for inspections. Both jurisdictions run formal programmes, and neither publishes a fixed fee discount.
- Outside the HVHZ
- Lee County is not in the High Velocity Hurricane Zone, which is Broward and Miami-Dade only. You avoid that separate approval regime, though the debris region requirements still apply here.
- Metal cladding is not restricted on houses
- The often-quoted rule capping corrugated metal at 30% of a wall sits in the non-residential design standards and does not govern a single-family dwelling. The residential checklist sets no exterior material restriction at all.
- The post-Ian market, precisely
- Single-family permits fell 21% from 2021 to 2023, then rebounded 22% to 10,554 in 2024, the strongest year since 2021, easing to 9,962 in 2025. The collapse was real; the failure to recover is a myth.
- Construction cost inflation, measured
- Average declared construction value per single-family unit rose from $218,428 in 2021 to $294,089 in 2025, up 34.6% in four years. That is declared permit valuation rather than a sale price, but it is a primary source.
- County impact fees
- Around $10,150 for a single-family home in unincorporated Lee County: roads $5,248, schools $2,879, parks $806, plus EMS, fire and a 3% administration fee. Fees are collected at 52.5% of the adopted base rate.
- The ground under Cape Coral is man-made
- Most of the developed city sits on Matlacha, a dredge-and-fill soil created from digging the canal network. It rates Not Limited for dwellings, while the surrounding native flatwoods soils all rate Very Limited.
- Hurricane Ian, measured not estimated
- 77 mph sustained with a 119 mph gust at Tarpon Point, the only complete-record station inside the city. Surge in Cape Coral is put at 6 to 9 feet above ground, a modelled figure because both in-city sensors were destroyed.
- Rainfall
- 57.41 inches a year, with about two thirds of it falling between June and September. Drainage gets designed around the wet season rather than the annual average.
- Flood insurance and freeboard
- Both the city and unincorporated Lee County hold a Community Rating System Class 5, worth 25% off flood insurance. Lowest floor must sit at base flood elevation plus one foot.
