Clearwater runs its own Building Department
The City of Clearwater Building Department, not Pinellas County, permits every address inside city limits. It's housed at the Clearwater Municipal Services Building, 2741 State Road 580, 2nd Floor (727-588-1477 permitting, 727-562-4580 inspections), with an online portal at epermit.myclearwater.com. Pinellas County's own Building & Development Review Services office happens to sit at 440 Court Street, also inside Clearwater, but it only has authority over unincorporated county land plus seven small partner cities (Belleair Beach, Belleair Bluffs, Belleair Shore, Indian Rocks Beach, Kenneth City, Oldsmar, and Safety Harbor). Clearwater isn't on that list, it's its own jurisdiction with its own building official, and confusing the two offices is the single most common mix-up we see on this project type.

Only 18 parcels in all of Pinellas County still carry an agricultural land-use classification, and Pinellas County's own A-E (Agricultural Estate) zoning district, a 2-acre minimum, doesn't apply inside Clearwater's city limits at all, that county district only governs unincorporated land. If a barndominium on raw acreage is the goal, Clearwater isn't that market, a standard lot in the LDR district is the realistic ceiling. City of Clearwater: Community Rating System Class 5, effective October 1, 2024, good for up to a 25% NFIP premium discount inside the Special Flood Hazard Area and 10% outside it. That's the same class as St. Petersburg, but a materially worse rating than unincorporated Pinellas County's own Class 2, so don't apply the county's headline discount to a Clearwater address.

Hurricane Milton named Clearwater specifically
The National Hurricane Center's own public advisory for Hurricane Milton named Clearwater, alongside Tampa and St. Petersburg, inside its Extreme Wind Warning area, with gusts over 100 mph possible as the storm approached landfall in October 2024. Milton reached Category 5 intensity in the Gulf before making landfall as a Category 3 on an unusual west-to-east track. Clearwater charges $33.00 plus $7.25 per $1,000 of construction value (or fraction) for projects valued at $100,000 or less, and $700.00 plus $6.15 per $1,000 above that up to $500,000, its own valuation-based schedule, separate from Pinellas County BDRS's unincorporated-area rate (roughly $9.00 per $1,000 under $1 million). Clearwater collects impact fees under the same Pinellas County Countywide Multimodal Impact Fee Ordinance that applies to every municipality in the county: $1,356 for a single-family home under 1,500 sq ft, $1,679 from 1,501-2,499 sq ft, and $2,066 at 2,500 sq ft and up. Only Miami-Dade and Broward counties are the HVHZ, with 175 mph and 170 mph design wind speeds respectively. Clearwater and all of Pinellas County sit outside it, with the less exotic 145 mph Risk Category II regime instead.
